Association or P.B.A.A By-Laws

Article I – Purpose

The Purpose of the PBAA shall be to encourage archery and bowhunting as a family activity, to teach safe and ethical archery practices, and to provide fellowship for the improvement of education and skills.

Article II – Officers

1) President 2) Vice President 3) Secretary/Treasurer 4) Range Captain

Officers and Duties shall be as follows

President – the role of president shall be to preside over and run meetings, appoint actions and/or
study committees, delegate responsibilities, and to act otherwise as chief executive officer. As
president one shall be obligated to serve the advancement of the association and its activities.

Vice President – shall carry out the duties of the president in his/her absence, act as chief officiator at all associational events. Assist and support other officers’ positions where needed.

Secretary/Treasurer – to serve as chief officer of record keeping, including, but not limited to
maintain club’s schedule, insurance, financial statements and bookkeeping of the treasury, minutes
tracker, cashier, maintaining new membership, membership renewals, accurate and to-date contact
information for all members.

Rang Captain – shall coordinate set up and tear down for associational events, coordinating repairs and maintenance for range and equipment, can appoint assistant range captains when needed. Assist and support other officers potions as needed.

Article III – Rules for Officers

1) Officers shall be elected for a term of one year, serving no more than four (4) consecutive terms in the same seat.

2) Officer Candidates shall be knowingly nominated from the floor during October meeting, with election to be held in person or by proxy at the November meeting, new officers shall assume duties of elected position in December.

3) Elected Officers shall be the acting authority overseeing rule changes, purchases of equipment, and awards, shall authorize any addition to or maintenance of association’s range(s), limited by majority member vote.

4) Officers may be removed from their position for failure to preform duties as specified in Article II. Removal of an Officer will be made in accordance with Article V Section 1.

5) Any Purchases made by the officers must be made on behave of the association. Any purchase in excess of $500 must be presented to the members of the association no less than seven (7) days prior to the scheduled monthly meetings and voted on by majority member vote at time of
the meeting.

Article IV – General Rules

1) The P.B.A.A shall meet on the scheduled day of each month, previously determined by majority member vote at December’s monthly meeting. If a conflict arises with scheduled meeting a notice shall be made available to all members no less than seven (7) days prior.

2) Annual membership dues for both family and single (one person only) memberships shall be voted on each year. Voting shall take place in December and recorded in the minutes for said meeting.

3) Dues shall be payable following December meeting. Membership dues shall be prorated a percentage per remaining month following the first club shoot of the year. Ex Jan – Dec =100% of total annual dues, May – Dec = 66.67% of total annual dues

4) Current membership cards or proof of active membership shall be carried at all times, when on the range.

5) Membership shall be open to anyone who completes the association’s membership application,
pays dues in accordance with Article IV section 2 and 3, and who completes a general safety orientation at a scheduled time and place with any PBAA member in good standing, Gate code and membership card will be presented following.

6) Guests are welcome at any time, understanding their presence is subject to observation of the association’s rules, safety guidelines and a hold harmless release has been signed. Shooting guests may be admitted with members in good standing, no more than three (3) times prior to obtaining membership status.

7) Non-members shall be allowed at scheduled shoots after a Hold Harmless Release has been signed, range rules are acknowledged, and admission fee is paid.

8) By-Law and Range Rules changes may be submitted at any monthly club meeting for discussion, with decisions and voting to be made at the following monthly meeting. All changes will be effective immediately following approval vote. Any changes must be recorded in minutes for said meeting, updated in by-laws and/or range rules, added to attached amendments record, and made available to all members within seven (7) days of approval vote.

9) PBAA competition and scoring rules will be followed at all shoots. These rules are subject to change by majority member vote either before the first scheduled shoot of the year or following the completion of the last shoot of the year.

Article V – Suspension or Expulsion

1) Any officer may be removed or replaced by a majority member vote present or by absentee proxy at any scheduled meeting. No vote on removal or replacement may be taken unless made in accordance with Article VI Section 3, hearing and voting shall take place at the same meeting. Following any removal or replacement of an officer, notifications shall take place in accordance with Article V Sections 5 & 6 and recorded in the minutes for said meeting.

2) Any member shall be suspended or expelled from the association for rule or safety violation(s) by the officers and a majority member vote present or by absentee proxy at any regular scheduled meeting. No vote on suspension or expulsion may be taken unless made in accordance with Article VI Section 3, hearing and voting shall take place at the same meeting.

3) Following any suspension or expulsion of a member, notifications shall take place in accordance with Article V Sections 5 & 6 and recorded in the minutes for said meeting.

4) The Officers of the association shall have the authority to suspend a member’s range privileges temporarily for rule or safety violation(s), pending written complaint from any member in good standing, to the association’s officers. Temporary suspensions will only be active until next available monthly meeting, where a hearing and vote can be made.

5) Charges against any officer or member may be proffered by any member in good standing. They shall be in writing, clearly stating the facts relied upon and accompanied by any affidavits or exhibits which are to be used in their support. Such charges shall be filed with the Secretary, who shall notify all officers and members. There shall be at least seven (7) days notice, in writing, of next scheduled meeting to which the charges will be heard.

6) Any officer or member of the association who has been suspended or expelled by the association shall be effective immediately upon receipt of official notice by the Secretary or any other officer/member in good standing of the association.

7) Any officer of the association shall give a complete report, made available to all members, whenever a member of the association is suspended or expelled showing charges and actions taken.

Article VI – Meetings and Voting


1) Scheduling of monthly meetings shall take place in December and shall be voted on by majority member vote. Schedule shall be made available to all members of the association within fourteen (14) days of the close of said monthly meeting.

2) Any/All changes to yearly schedule shall be made available to all association members no less than seven (7) days prior to event taking place, corrected or adjusted scheduling will be made known to all members within seven (7) days following changes.

3) Any/All information needed for monthly meeting shall be presented to the Secretary, in writingno less than fourteen (14) days prior to meetings. Any/ All information shall be made available, in writing to all association members no less than seven (7) days prior to said meeting.

4) A monthly financial/budgetary report shall be made and presented by the Secretary or any other member in good standing, filling in on his/her behalf at each scheduled monthly meeting. Report(s) shall be recorded in minutes for said monthly meeting.

5) A monthly quantitative report showing club memberships will be presented to the club at the start of each meeting and recorded in minutes for said meeting.

6) To qualify a meeting must have one (1) of the following:

• Fifty (50) percent of elected officers present and twenty (20) percent of members in good standing

• Or a quorum of Sixty (60) percent of members in good standing.

7) Minutes from all meetings are to be taken and made available, in writing to all members within fourteen (14) days of the close of said meeting

8) Previous months minutes will be voted on and approved at the following months meeting.

9) New topics for discussion shall be held to a set time limit determined and monitored by the president or appointed officiator.

10. All voting shall take place from the floor during monthly meetings in person or by absentee proxy.

11. Absentee proxy votes shall be in writing, declaring what the absentee ballot is voting on and what the absentee’s vote shall be. The absentee ballot shall be signed and presented by any present member in good standing at the time of voting. Any/All member(s) present may ask to witness said absentee ballot.

12. Single memberships shall be counted as one (1) vote; Family memberships shall have no more than three (3) votes, one vote of which shall be a young adult sixteen (16) years of age or older.

13. Any Single nonfamily member under the age of sixteen (16) shall have a parent/guardian/or proxy over eighteen (18) years of age vote on their behalf.

14. Emergency meetings can be called with no less than seven (7) days notice to all members of the

association. When an emergency meeting is called all information must be provided including but not limited to; time, date, location, and emergency topic(s) and or voting to be covered.

15. Any supporting documentation for emergency meeting shall be made available to the Secretary within forty-eight (48) hours of meeting notice and presented to members at the time of the meeting.

  • Young Adult Open (12-15) - No limits on magnification, pins or stabilizers – 30 Yard max

Permian Basin Archers Association Range Rules

All shooters and non-shooters are required to adhere to the following:

1. Sign-in before utilizing range.

2. Range is to be utilized by Members or accompanied guest of members. Shooting guests are allowed a maximum of three (3) times before acquiring membership.

3. Everyone is responsible for safety and safe shooting.

4. Shooters and non-shooters are responsible for immediately correcting any unsafe condition.

5. Crossbows are allowed ONLY:

• when shooter is providing personal target rated for such

• if it is being utilized within the boundaries of designated area on practice range

6. Broadheads are allowed ONLY:

• when shooter is providing personal target rated for such

• if it is being utilized within the boundaries of designated area on practice range

7. No alcoholic beverages may be consumed on/at range at any time.

8. No member or non-member will be allowed at the archery range after dark, for any reason, other than a club sponsored event.

9. Absolutely no firearms will be discharged on the archery range at any time.

10. No Vehicles will be allowed off the established roads at any time.

11. No hunting will be permitted on the range at any time.

12. Children under the age of twelve (12) are not to be left unattended at any time.

13. Respect all shooters and non-shooters.

14. Deposit all trash in provided trash containers.

15. Shooting is permitted ONLY when the following conditions are met:

• A designated line caller is appointed and responsible for judgment of range clear/ non-clear commands

• All persons are behind the shooting line

• Each shooter is shooting towards a target and backstop that is directly down range

• Do not shoot across other lanes

• Shooters must be aware of what is in front of and beyond their target and backstop

• No sky drawing is allowed

• All shooters must shoot from the designated shooting line

• Only AFTER all shooting has ceased and all shooters are in agreement, and the line caller gives a verbal ‘clear’ command, may shooters proceed down range to retrieve arrows.

• In the event that a shooter must search for an arrow beyond a backstop, a signal cone shall be placed down range to indicate that the range is not clear.

• When pulling arrows from a shared target, shooters must be sure everyone is clear and not close enough to be injured by the nock end of an arrow.

• Shooters will leave their bow behind the shooting line If anyone does not understand any part of these rules, they must seek clarification before using the range. By signing in you have agreed to all the above-mentioned rules and regulations presented by the PBAA and its members, and herby accept all terms and conditions set forth by the PBAA Hold Harmless Agreement and release all claims.

All Know Classes

Men’s Open (No limits on magnification, pins or stabilizers) – 50 Yards Max

Setting the Stakes

Orange - Men’s Open stake - (Max 50 Yards).

Green- Men’s Hunter, Women’s Open will be 80% of the Men’s Open stake (40 Yard Max)

Blue- Women’s Hunter, Men’s Traditional, Jr Adult Open will be 60% of Men’s Open stake (30 Yard Max)

Red- Jr Adult Hunter, Women’s Traditional will be 40% of Men’s Open stake (20 Yard Max)

Yellow – Youth, Jr Adult Traditional will be 30% of Men’s Open (15 Yard Max)

Targets and Scoring

  • 20 Targets will be scored using the ASA scoring system (Low 12s or calling the upper 12. No 14s).

  • All arrows must remain in the target until all arrows are scored. The arrow shaft must be touching a portion of the next highest scoring line to be scored for the higher value.

  • Bow must be either recurve, longbow, or self-bow. A single stabilizer up to 12” in length measured from the point of attachment, no release aid other than a glove, finger or thumb tab may be used, must have one finger touching the arrow nock, or consistent nock point and must use one consistent anchor point. No marks on the sight window, string, or bow to use as an aiming or judging reference. All arrows must be identical in size, weight, and construction.

  • Target “Pass Through” or “Rebound” without striking another arrow: (1) Arrows passing through the front of, but still in, the target will be pushed back and scored; (2) If the group agrees that an arrow passed through the targets insert seam the shooter will be given a score based on the point of pass through not to exceed eight (8) points; (3) If the group agrees and confirms that the arrow actually passed through the target due to the high number of arrows that had been shot at the target, the range official is to be notified and the shooter will be allowed to take the score where the “pass-through” occurred as determined by the group up to a maximum score of 10 points, or (4) If the group agrees that the arrow rebounded out of the target, or deflected off of a plastic leg, without striking another arrow the shooter will be allowed to take the score where the rebound occurred up to a maximum of ten (10) points. Special Note: A score of 12 will not be permitted under sections 2, 3 or 4 of this rule.

  • PBAA range Officials will not make arrow calls except when a group has only two shooters or during
    special competitions and shoot-offs.

  • Any arrow deflecting by contact with another arrow already in the target and still proceeding toward the target will be scored based on where it lies in the target, or a maximum of five (5) points if it is not in the target.

  • Any arrow embedding (“Robin Hood”) in the nock of another arrow will be scored the same as the arrow it is embedded in.

  • The entire 8, 10, & 12-ring scoring areas will be visible from the stake and shooters may have a range official remove any limbs or debris that blocks their view of these scoring areas to the target.

Please Note

14’s are not in play you can NOT score them, the only time 14’s are in play and you can score a 14 is during the SOTY shoot down at the end of the season.

Rules

  • Any grievance or protest must be filed in writing with PBAA Officers within one (1) hour of completion of a round. Any / All decisions made by the PBAA Officers will be final.

  • Unsportsmanlike conduct on the ranges or tournament grounds will not be tolerated. Or Verbal abuse directed at officers, other shooters or spectators will result in immediate disqualification of the shooter from the tournament and a referral to the PBAA Members for possible further action.

  • The use of profanity is prohibited, and violators are subject to disqualification.

  • Except as may be required due to an approved medical exemption, each shooter must straddle, or touch with either foot, the appropriate “shooting stake” for their class.

  • A shooter who feels that another competitor’s equipment is not in conformity with the class rules must report the issue to the range official before the equipment in question leaves the range.

  • For safety considerations, and to ensure a timely competition, no one will go behind a target to look for a lost arrow or for any other reason except to retrieve an arrow that is visible to the group. Arrows may be searched for following the completion of the round and all competitors are off the range.

  • An arrow that drops while being nocked onto the string in preparation for a shot may be picked up and

    shot with no penalty.

  • An arrow released or propelled forward by the string, not hitting the target will be scored a zero.

  • Shooters are permitted to receive assistance from only one shooter in their group. Assistance will be

    limited to holding nothing larger than a golf-style umbrella.

  • Shooters will pick up the official-colored scorecard for that day at registration. The properly completed
    official-colored scorecards must be turned in by shooter within fifteen minutes of completion of shooting
    prior to leaving the range to receive credit for that day’s competition.

  • Score cards must be COMPLETED and Signed by the shooter AND witness before turning in. Any score

    space left blank will be considered zero.

Qualifying for Shooter of the Year (SOTY)

  • SOTY Classes: Men’s, Women’s, Jr Adult, Youth

  • Add $10.00 to the entry fee (Men’s and Women’s Classes)

  • Top 4 scores plus shoot off scores turned in for the 2022 3-D season will determine final placing

  • Following completion of the September event, top five places in each SOTY class will compete in shoot off for final placement. Shooters may move up in class during the year. Once a class change is made shooter must remain in the advanced class for the remainder of the year.

  • Should there be a tie between shooters, then the shooter’s cumulative number of 12s from the qualifying events will break the tie. Should the shooters be tied on both score and number of 12s, then the number of 12s from the highest score will be added to break the tie. If tied, then the number of 12s from the low score will be added to break the tie.
